Phil was an exceptional three-door-down neighbor. Always pleasant and full of wit. He turned most situations into something seemingly funny. I always looked forward to each morning as he passed my office and made some amusing, unexpected comment. He was very non-judgmental and a pleasure to work in the Hotline, always adding a comical flair to the tasks. -T.D.
